Compiled over centuries rather than written entirely by one author, the Guanzi connects public conduct with livelihood and government with the concerns of the people.

《管子》歷經多代編纂,並非全書皆出自管仲一人。《牧民》把禮節與衣食、治理與民心放在同一幅圖景中。

『管子』は長い時をかけて編まれ、一人の著作ではありません。『牧民』は礼節を暮らしの安定と、政治を人々の思いと結びつけます。

《管子·牧民》

倉廩實則知禮節衣食足則知榮辱

When granaries are full, people can learn propriety; when food and clothing suffice, they can know honor and shame.

糧倉充實,人民才有餘裕講求禮節;衣食充足,才較能顧及榮辱。

倉が満ちてこそ礼節を知り、衣食が足りてこそ名誉と恥を知る。

The chapter opens with the duties of those who govern. It links moral expectations to material security, warning against asking people to live by public norms while neglecting their basic livelihood.

《牧民》開篇談治理者的責任,把倫理生活與基本生計連在一起。若忽略人民的衣食,卻只要求他們遵守規範,便把原文的因果次序顛倒了。

『牧民』は道徳への期待を、生活の安定という条件と結びつけます。人々の暮らしを顧みずに規範だけを求めることへの戒めです。

《管子·牧民·四順》

政之所興在順民心

Government thrives when it responds to the people's concerns.

政事能興起,在於順應人民的心願與需要。

政治が興るのは、民の思いに沿うときである。

The next clause says it fails when it goes against them. The passage names burdens, poverty, danger, and loss as concerns a ruler must face. Listening to the people here is a practical condition of durable rule.

下句說「政之所廢,在逆民心」,接著列出人民對勞苦、貧困與危險的憂慮。這裡的順民心,不是逢迎,而是把真實處境放進治理的判斷。

続く文は民の思いに逆らえば政治は衰えると述べます。苦労、貧困、危険という現実の負担に目を向ける文脈です。
